Joshua Oliver, Chief Compliance Officer at Engine by Starling and panelist at the Fintech Risk & Compliance Forum

Joshua Oliver, Chief Compliance Officer at Engine by Starling, has been announced as a panelist for the 2026 Fintech Risk & Compliance Forum (FRC).

He will join the panel discussion “Earning Consumer Trust in a Regulated World: UDAAP, Fair Lending and Beyond,” where industry leaders will examine how organizations are strengthening transparency and accountability while navigating increasingly complex consumer protection expectations.

In his current role, Joshua serves as Regulatory Lead at Engine by Starling, overseeing U.S. regulatory strategy and supporting the localization of cloud native core banking infrastructure. His work focuses on aligning innovative fintech platforms with evolving regulatory requirements across the U.S. market.

Previously, Joshua served as Senior Vice President and Chief Compliance Officer at Patriot Bank, N.A., where he led enterprise compliance and BSA and AML programs during a period of rapid digital payments growth. He directed remediation initiatives, enhanced fintech oversight, and modernized compliance frameworks to address emerging risks and regulatory scrutiny.

Joshua’s experience also includes senior financial crime roles at Natixis, along with advisory work for global financial institutions such as Standard Chartered, Société Générale, and ABN AMRO. Earlier in his career, he served with the New York State Department of Financial Services, providing him with a strong regulatory foundation that continues to inform his work today.

A recognized voice in fintech compliance, Joshua frequently speaks on digital banking risk, regulatory strategy, and the challenges of maintaining effective oversight in a rapidly evolving landscape. His approach emphasizes practical, scalable compliance solutions that support both innovation and responsible growth.

At FRC, Joshua will join fellow compliance leaders to share strategies for building consumer trust while navigating UDAAP, fair lending, and broader regulatory expectations. The session will provide attendees with actionable insights into aligning compliance frameworks with ethical standards and long-term customer relationships.
